Campus Risk Solutions®

Campus Risk Solutions® is founded to standardize campus safety and improve community resilience. Our focus is to reduce the number and severity of incidents, regardless of type, cause, or intended target to make campuses more resilient and financially stronger.

Campus Risk Solutions® is excited to transform the dry back office function known as Governance, Risk & Compliance (GRC) by moving it front and center on campus.

The Campus Incident Management System (CIMS) is Infrastructure Hardening-as-a-Service (IHaaS). CIMS sets up a virtual, Preparedness Operations Center (POC) to increase visualization and mobilize previously untapped boots-on-the-ground. CRS establishes and connects Certified Reasonable Care Campuses™ that evolve and implement a consensus gold standard in campus safety.

Our Founder

Elissa-Beth Gross is the founder of Campus Risk Solutions® (for profit parent company) and The Art of Prevention Corporation™ (its nonprofit division). Her primary role is C.E.O. and R&D Director. Elissa’s educational background is in Business Administration, Mathematics, and Nonprofit Management. Over the course of many years Elissa was a majority stockholder contributing to the success of two publicly-traded, small capitalization companies.

Elissa formulated her business objectives while serving on Boards of Directors and Committees established to solve community-wide problems existing in the public safety and health arena. While participating, she was inspired by the benefits of taking a multi-disciplinary approach to develop solutions. However, Elissa became keenly aware of the need for a unified and unifying system, and how having one could help communities better coordinate goals and meet deadlines, and assign accountability for large infrastructure projects. On a personal note, Elissa was driven by a handful of catalytic events that interested her in anti-bullying and violence prevention campaigns, including 9/11 and the Sandy Hook Elementary School massacre.

Early on, Elissa realized most organizations were not in the business of violence prevention. Therefore, she set out to develop a program that recycled resources and could improve bottom line while addressing threats. Elissa has spent the last several years pursuing her dream to standardize campus safety and to align campuses with the National Preparedness Goal (NPG). She created the first customizable blueprint for risk-resistant infrastructure (RRI), and a repeatable and scalable platform to establish and connect Certified Reasonable Care Campuses™. Today, Elissa is fulfilling her dream to introduce a preventative, whole-of-community “Lifestyle Approach to Incident Management” as a national standard.

Why Campus Risk Solutions® was Founded

Campus Risk Solutions® wants our clients to have easy access to the tools and terminology vetted by all levels of government, and similarly classified campuses when preparing for, and responding to crises.

However, because of the mere abundance of lessons painstakingly learned as a result of incidents, there’s been no comprehensive, central repository of knowledge or end-to-end solution growing out of these experiences.

Campus Risk Solutions® was founded to capture, organize, and help campuses retrieve incident management gems rendered on a daily basis to outpace mounting threats. CIMS™ platform members are better equipped to understand and prioritize risk, and therefore to surgically allocate resources left of bang to protect people, the natural and built environment, assets and information.

Why Introduce a Reasonable Care Standard

Administrators are under constant pressure to make critical decisions in a litigious and transparent market where regulations and compliance costs are compiling, and adversaries are increasing in sophistication and speed. Leaders have been held criminally, civilly and/or personally liable when they should have, or could have known about a threat and failed to act.

Most campus administrators are not security professionals and have conflicting duties. The U.S. Government Accountability Office’s 2018 report to Congress cites why federal resources developed to support campuses often miss their target. At Campus Risk Solutions®, we strongly believe the number one reason is the absence of a structured system to integrate public sector guidance and industry standards at the local level.

Offering a certification on a centralized platform allows member-campuses to methodically raise Resilience Level and lower Threat Level. It enables clients to derive a single conclusive score reflective of the relative strength of risk-resistant infrastructure (RRI), in comparison to prior system cycles and peer campuses. The platform’s heat mapping and accountability feature enables quick identification of exemplary, beat-the-odds, and at-risk campuses!

What We Offer

Campus Risk Solutions® promotes local conformance with federal master designs and best practices across industries to leverage lessons learned, and tactics vetted during major catastrophes. The U.S. shouldered $22+ trillion in debt pre-COVID-19 indicating that Big Brother will continue to be short on lifeline services. According to Homeland Security Policy Directives (HSPD), national and domestic security are the joint responsibility of the public and private sector. Practically speaking, the private sector must learn to be more self-reliant. Campus Risk Solutions® helps clients regularly prepare and rehearse for worst case scenarios making them agile responders to major threats, as well as minor disruptions.

What Drives Us

Campus Risk Solutions® wants campus leaders and stakeholders to be able to ask the right questions, take an attentive stance, protect themselves, and respond appropriately to risk and threats. We want institutions and organizations to align with the National Preparedness Goal (NPG) to efficiently receive and give support through the National Response Framework (NRF).

Until now, the United States lacked a public-private partnership capability to secure campuses. This has led to tremendous and dangerous misconception regarding strategic risk basis priorities. Modern campuses are borderless, connected, remote, mobile, 24/7, physical and virtual entities.

Administrators are under constant pressure to make critical decisions in a litigious and transparent market. Regulations are mounting and compliance costs are skyrocketing, while adversaries are increasing in sophistication and speed. Therefore, Campus Risk Solutions® has made the National Incident Management System (NIMS) more digestible, and actionable for local use while helping campuses adopt a Readiness to Act posture for a safer tomorrow!
